Can a phone company refuse you the option of making payment arrangments?

I live in canada and have Bell canada as a telephone service provider, funds have been very tight and i am 3 months past due on my phone bill, i called to make payment arrangements and the credit services department refused my arrangments and said that i had to pay the entire past due amout at one time with a credit card(which i dont have) or a checking account which i do have but do not have the funds. What can i do? please help me...i hate debts

  1. Yes they have the right to demand past due payment immediately, or ceasing your service. If you do not have the funds, then pay them what you can afford. (Basically, setting up your own installment plan). Most likely they will not take legal action against you, as long as your balance drops each month
